The role
Develops and leads case strategy and legal opinions to align with policy directives while addressing utility regulatory matters.
Advocates for ratepayers in utility proceedings, presenting witnesses and exhibits at evidentiary hearings and cross-examining others.
Drafts pleadings, trial and appellate briefs, motions, and proposed orders; conducts discovery and participates in settlements.
Collaborates with technical staff and agency leadership to shape policy and ensure compliance with relevant statutes.
Reviews regulatory orders and analyzes proposed legislation; translates complex financial, engineering, and economic concepts into persuasive arguments.
Prepares and edits testimony; maintains relationships with colleagues, consultants, and the public while delivering clear, persuasive communications.
